My question was regarding the .QM files that prevented me from deleting the 'Languages' subfolder in the 'C:\program files\cisco systems\vpn client' folder. Turns out that the permissions on those files prevented everybody (incl Administrator) from deleting the files. Changing the permissions has allowed me to complete the manual uninstall.
